Comment : Right Dan! First up, the IP laws are quite strong here, otherwise there won't be so many design centers. State-of-the-art fabs have not happened due to a variety of reasons -- mainly, lack of funds, and not lack of political will. Whether a fab will happen later -- it's not clear right now. Law enforcement -- not sure what you exactly mean. Are you relating this to terrorism?

Comment : I can see design centers in India, but question state of the art fabs. Not because of money, lack of interest, or universities; but because India's political system is so free flowing, poor property rights, and virtually no law enforcement. Also, they never do well in those surveys on political corruption. Do you see India changing these issues or do you disagree with my observations?
